Rather than building independent software for each project, these type of frameworks provide a common set of services that can be shared among all projects using them (think SaaS or API hosting platforms). Of course there is always a trade-off between flexibility and extensibility which is why some developers prefer working with backend frameworks over traditional front end ones.
